Western Australia Needs 18,000 Extra Workers Every Year

Unprecedented economic growth in Western Australia means that up to 17,800 extra skilled workers will be desperately needed every year for the next ten years, according to a report launched today by education and training minister Mark McGowan. Some of these skilled workers must come from Australia immigration.
The Beyond the Resources Boom study was commissioned by the State Training Board (STB), and examines Western Australia’s economic growth and the challenges faced by the state’s workforce.
Skill shortages are set to remain a feature of the labour market, the report concludes, due to the strength of the economy and the ageing workforce. STB chairman Keith Spence said the demand would be met through a combination of general population growth, skilled immigration from interstate and overseas, and the development of local training initiatives.
Among the top performing occupations, in terms of projected annual average employment growth between 2006 and 2016, are intermediate mining and construction workers, plumbers, structural construction tradespersons, and mining, construction and related labourers. Demand for jobs in the mining and construction sectors is very high and a downturn is considered unlikely.
Many of these occupations are on the Australia Skilled Occupation List and the Australia MODL (Migration Occupations in Demand List), which entitles people applying for Australian immigration to extra points.
Economic projections modelled by the report indicate there is unlikely to be a boom-bust scenario in the short to medium term. This reflects the resource-driven construction boom, which is underpinned by strong growth in demand from China and record commodity prices, particularly for the state’s main export, iron ore.
Skilled occupations currently make up nearly 60 per cent of the workforce and the report forecasts that overall demand for higher skills in Western Australia is likely to remain constant as a proportion of the economy. Other skilled occupations in demand include managers, administrators, professionals, associate professionals, tradespersons and related clerical, sales, transport and production workers.

Except for Occupational Health and safety, Workers’ Compensation or training arrangements an Workplace Agreement can override employment conditions in state or territory laws, but an Australian Workplace Agreement must meet the Australian Fair Pay and Conditions Standard. ++Australian Workplace Agreements which fail the test may still be registered if it is in the public interest to do so. A workplace may be covered by an existing enterprise agreement specifying conditions above the award, which may mean that the Workplace Agreement is a reduction in standard workplace conditions. ++On March 27th 2006 new arrangements for a workplace agreements came into effect which meant that different work place agreement procedures had to followed.++When the Liberal Federal Government, lead by John Howard announced the new reforms dealing with new Workplace Agreements and work conditions, Unions slammed the introduction of a system, claiming that thousands of unskilled and skilled workers Australia wide would be sacked on the spot, with no penalties and rights, once available through the old Industrial tribunal system. ++Conversations in workplace lunchrooms following the Federal Governments decision to introduce the new WorkPlace Agreement in 2006 lead to fears of mass sacking’s, loss of wages and terms and conditions of employment that most workers were not happy to comply with. These fears were realised in late March, when workers at a regional meat works were sacked on the spot and replaced by imported, cheaper labour until the retrenched workers agreed to a new and much less favorable Workplace Agreement. ++A company in South Australia immediately sacked without notice 2 skilled workers with many years experience, giving no reason for their retrenchment, except for claiming that these employees were no longer required. ++It is early days in for the new Australian Industrial Workplace system, but signs of worker unrest and confusion are popping up in nearly every workplace. ++The workers most effected by the new system are unskilled and semi-skilled labour. Employees that can be are now replaced more regularly each time a company is restructured or streamlined. Wages, work conditions, except Occupational Health & Safety can now be negotiated between employees and the employer. But Union officials say that this system is bound to lead to bullying by some employers as they introduce an agreement of “either take what we offer of leave”. ++Time will tell what will happen in the Australian workplace, but disturbing signs are already making the Federal and State Governments move quickly to amend and in some cases change many Workplace Policies.

These days, we know where we are with computers. Even some of the most hardened Luddites of the past have come to terms with the fact that computers are not about to rise up and overthrow humanity, and are beginning to use them, if sparingly. But when we first started to explore an information technology world, we didn’t realise just how big it would grow.
Chances are that you or someone you know has an IBM computer. It’s a pretty big name. You might wonder how that came to be when you realize that in 1943 their then chairman assumed that the eventual market for the home computer would extend to about five homes with a computer each. He was a few million off, it’s safe to say. Some homes now have five or more.
Xerox are the world’s number one name in photocopiers. However, they were well ahead of IBM in terms of developing PCs, but shelved the idea when they decided that photocopiers would be more profitable. How different might the world be had they thought differently? We’ll never know. At one time it was assumed that computers would never have a household application because the machines were too big. Now you can fit one in your pocket.
Before computers were even really conceptualized, the commissioner of the US Office of patents told the then President McKinley that “everything that can be invented has been invented”. One can only wonder how he would react to the world we live in today.

It was not that long ago that computers were a real luxury, most families did not have one – and those who did had only one – and they were viewed as some awesome example of the future. One day, with computers, we would be able to do… well, the possibilities were endless. It is now difficult for most of us to imagine what our world would be like without the computer.
Without the computer, communication would be slower and less efficient. Shopping would be a more demanding process. If your sports team was far away and obscure, then without the Internet you would be waiting a long time to hear results of any games in which they played. Bands would find it very difficult indeed to get any exposure beyond their home towns. And business has been changed irrevocably by the arrival of computers and particularly the Internet.
If the computer was taken out of our lives tomorrow, we would miss it. Even those of us who are self-confessed technophobes would soon realise what had been lost with its departure. And if we sometimes have cause to curse the influence that computers have – which many of us do – then it is at least worth recognising that this is a trade-off we have had to make. The Information Revolution is up there with the Industrial one in terms of impact
